First time for me - anemometer and wind vane are frozen due to ice, and no wind at the time to keep things moving up there.!
Sorry to hear that. It is the first time I've heard of anemometer components being locked up by ice. I'm sure it isn't very uncommon, but it must be somewhat rare to get just the right conditions to have ice form when there is absolutely no wind.
In California, the closest equivalent is spider webs:
