The NOAA winter outlook for 2022-23

Dear WeatherCat observers of the season's turning,

For those of us in the USofA, winter is fast approaching.  Every year, the National Oceanic and Atmospheric Administration insists on making their best prognostication for what we should expect in the coming season.  Here is this year's press release:

This is basically the 3 month outlooks for temperature, precipitation, and drought that I ferret out for the forum every month with a bit of glossy rhetoric.  Presumably, we will have the opportunity to follow along to see if these predictions fair any better than in the past.
