The last decent version of Windows I used was Windows for Workgroups 3.1. I used other versions after that but they weren't as stable.

Ironically, you can still run Windows 7 applications on your Mac without any risk of Windows related malware. Crossover supports Windows 7 and version 19 will even run 32-bit Windows applications on your 64-bit clean Mac running Catalina. How's that for a nifty trick!
