Is it possible to calculate the wind direction only when wind happens?

For example:
Wind from W for 2 hours. Wind turns a bit an falls asleep from lets say SE. No wind the next 10 hours. So the dominant wind direction should be W for this twelve hours, and not the one that is detected from the station (the station gives back only the direction of the flag, no matter if there is wind or there is no wind, correct?). The average of this 12 hours will be maybe something in the SSE, but not in the W.

Hope I could explain what I am thinking of.

Is this for a tag? If so there's a couple - for example DOMWDDEGREES$ which is the dominant wind direction today (basically it looks at each degree on the wind rose across the period and picks the longest one). There's also DOMWDDEGREES(PERIOD)$ and DOMWDTEXT$ (which is a test based today period).

Or did you have something else in mind?
