I know there are similar tags (RLDi$ etc), but a tag that just contained the ISO-format date-time of the last rain gauge tip would be great.  It would allow accurate computation of days-since-last-rain, and a 'moderate drizzle' condition too.
Format:  YYYY-MM-DDTHH:MM:SS (24hr time) and '0000-00-00T00:00:00' if no rain gauge trip reported.

This is the same as the Cumulus <#LastRainTipISO> tag.
