I don't know if this is possible, but I would like to have push notification when my weather station measures extreme weather data instead of emails. (emails notification should stay as they are).
If I'm right I think OSX Mavericks can do Push notification to iPhones/iPads,
If you are impatient and a bit of a coding do-it-yourselfer it might be possible to do what you want using the AppleScript interface to WeatherCat. I'm doing something somewhat similar to what you describe using Growl notifications. Most of my collection of WeatherCat Scripts have some sort of Growl interface:

Still you might take a look at my AppleScripts. Unfortunately, I cannot do any work with respect to Mavericks because I'm marooned at OS-10.6 (Snow Leopard) til this upcoming spring at the earliest.
