Dear WeatherCat observers of the seasons turning,
NOAA has released their prognostications for this upcoming spring. You can read the press release here:

There are two major headlines in this release. First, there is a bold claim that the drought will end for large areas of the west including much of California. The other headline relates to too much water: flooding. NOAA is forecasting moderate to major spring flooding predicted along upper Mississippi River from Minneapolis to St. Louis. There is a chart showing where flooding is considered a possible risk and how serious the risk is expected to be.
As in all such things, we will simple have to wait and see if these prognostications comes to pass.
