Why are you trying to remember that kind of stuff?! That's why we use computers!! [bounce] However, your can find that in your user Library.
If you don't have your user Library in the Finder Sidebar, why not?! [cheer] It's super easy and often very helpful! It's so practical and useful, Apple used to make seeing it a default action! [lol]
A. Close all Finder windows.
B. Option-click the "Go" menu. That will give you an additional item called "Library"! Select that item.
You now have a Finder window showing your user Library. WOW!!
C. Open a new Finder window and make sure you have the Side Bar showing (option-command-S).
D. Make sure the "Library" Finder window has the Path Bar showing (option-command-P)
E. Drag the "Library" 'folder' in the Path Bar or that "Library" Finder window into the Side Bar of that second Finder window.
You'll now always have access to your user Library with no need to remember where Apple hides it. However, you will still not know why Apple hides it. [banghead]
BTW, "WeatherCatData" will usually be very near the bottom of the first column (you do use column view, right?! :P ) when you select "Library" in a Finder window Side Bar.

I used to know this but I've forgotten.
What X-Air has written is 100% correct, but if you are UNIX inclined, you might find that rather terse representation more succinct:
~/Library/WeatherCatData
