I have it running, it claims it is sending reports, but I have no idea where they are going. Definitely
not to my twitter account.
I have deleted it from the iMac, re enabled it, exited the program, but I have no idea why it isn't doing the cat thing.

It's been months since I started using Twit (and about that long since I've ever looked to see if it's reporting there). The Manual says the settings WC uses are in the OS System Prefs, most likely your Internet Accounts area. You might want to see what info you have there, or in whatever password manager you use. If your string results in more than 140 characters, it looks like it is being sent, but really isn't. Check your count here:

Steve makes a great point. In the beginning, I had to go back and edit my tweet templates to allow for double digit data fields, which were causing my total character count to exceed 140. The character count is based on data populating the template, not the empty template.

the settings in the OS for twitter are fine. I checked that I had far less than 140 characters. eh...

I think another problem people had was with their password. If it has odd characters it didn't work with Sylvester. Try changing your Twitter password to simple alphanumeric temporarily and see if that helps.

I think we got it. I moved Sylvester to the app folder out of the companion unit. Then exited it, went to system pref. deleted twitter. waited abit. re-enabled it, opened up Sylvester and it works for me. So I am going to let it runovernight and see what happens.

Nope, it isn't working again.
did everything I was suggested. It fires off one tweet and then tweets no more. I am wondering if it is something with Sierra. WeatherDisplay for mac has the same issue, one tweet and no more. I am using Sierra 10.12.2. It has to be that.

It's working fine here on 10.12.2. It might be worth revoking OS X's access at Twitter and then deleting and re-adding the account on your Mac. To do this, log on to Twitter with your browser, go to the Settings and then Apps. You'll see OS X there (see attached image).

did all that. no change. has to be a quirk. I am going to look further. maybe I should download a fresh copy of the program app and see if the that makes a difference.

I think the emboldened phrase above may possibly be the problem. As of WeatherCat 2.4.0, Sylvester is built into the WeatherCat application. The standalone Sylvester is no longer needed.

I have a separate app named sylvester. I just need to put that somewhere and use the tick instead?

You can delete the separate Sylvester App, as it is now built into WeatherCat. Then go to Preferences --> Misc2 to launch Sylvester. it uses the Twitter account in your Mac System Prefs.
