Why "feels like"? What about "felt air temperature", "apparent temperature" or "real feel"? Perhaps the numerous "names" for a relatively subjective number is why it is not in WC? We may hear "feels like" in the USoA, but weather seems to occur ignore borders.
Personally, I
feel like (no pun intended, of course) it's just part of the dumbing down of most TV "weather people". Of course, it would be rare to find any citizen and maybe many "weather people" who know the actual formula to compute Wind Chill and Heat Index. Many claim these new terms are more useful for the "average" person, I
feel like that may be just anecdotal... Certainly, many people use "feel" information more than "facts" in their daily lives.
