Title: Wind Rose

Can anyone tell me what determines the length of the "needles" on the Wind Rose gauge (Steel)? I assume it is the frequency of the wind blowing from a particular direction. Also, how is the Wind Rose different from WeatherCat's Wind Run gauge, or are they depicting the same thing?

I can't tell you how WC generates the figures, but the SS gauges just takes those values and scales them to fit the gauge - there are no absolute values you can read, it is just a general indicator. The gauge is generally to small to add a meaningful scale.
