Title: advforecast2.php V3.13 is available - fixes Zone forecast issues

The NWS finally finished rolling out their new website design for the Zone forecast pages (generally used as failover forecasts when the point-printable forecast is not available), so I've updated the script to handle the new page format.

Update the script from:
