Title: NOAA's Winter outlook for 2019-20

Dear WeatherCat observers of the seasons turning,

Alas, with all the "excitement" here in California  [banghead], I missed the annual NOAA winter outlook which came out on October 21st.  You can find it here:

It provides more details on what is expected and why.  The lack of El Ni?o or La Ni?a changed the forecasting strategies.  The end result is, not surprisingly,  essentially the climate forecasts for November by the Climate Prediction Center (http://athena.trixology.com/index.php?topic=3028.msg29451#msg29451).

Consistent with those, like it or not, such are the forecasts that we are facing.
